BUILDING SURVEYOR VS INSPECTOR · VICTORIA
Building Surveyor vs Building Inspector in Victoria: What Is the Difference?
The titles sound similar, but the statutory roles and responsibilities are different.
Short answer
A building surveyor has statutory responsibilities around permits, compliance and required inspections. A building inspector may carry out authorised mandatory inspections on behalf of the relevant building surveyor. An independent building consultant can also inspect quality or defects for the owner, but that private inspection does not replace the mandatory inspections required under the building permit.
The building surveyor manages statutory building approval
For work requiring a building permit, the relevant building surveyor assesses the permit application, specifies mandatory inspection stages and can issue the occupancy permit or certificate of final inspection at completion.
For domestic building work under a domestic building contract, the builder cannot appoint the private building surveyor for the owner.
A building inspector can inspect on behalf of the surveyor
A registered building inspector may be authorised to undertake mandatory inspections on behalf of the relevant building surveyor. The inspector acts within that statutory role and reports through the surveyor.
The building permit identifies the mandatory notification stages relevant to the project.
Independent quality inspections serve a different purpose
A homeowner may separately engage an independent building consultant to review workmanship, defects or contract quality. Consumer Affairs Victoria notes that a private consultant can inspect work beyond matters covered by building regulations.
That inspection can be useful, but it does not replace mandatory statutory inspections.
