BUILDING HANDOVER · VICTORIA

What Happens at Building Handover in Victoria?

Handover is more than receiving the keys. It is the point where the completed work, documents and outstanding items should be checked together.

Short answer

Before final handover, check that the contracted work is complete, major defects have been addressed, the relevant building surveyor has issued the required Occupancy Permit or Certificate of Final Inspection, and you have received the applicable compliance certificates, warranties, manuals and project records. Do not treat a final payment request by itself as proof that every completion requirement has been satisfied.

Check the building against the contract documents

Walk through the completed project against the plans, specification and approved variations. Record unfinished or defective items clearly so there is a shared closeout list.

Consumer Affairs Victoria states that work is complete when the contracted plans and specifications are completed to the agreed standard, major defects are rectified and the required completion document has been issued.

Understand the completion document for your project

New homes generally require an Occupancy Permit before occupation. Extensions and renovations may instead conclude with a Certificate of Final Inspection, depending on the permit.

The relevant building surveyor issues the applicable document when the statutory requirements are satisfied.

Collect certificates, warranties and operating information

  • ✓Occupancy Permit or Certificate of Final Inspection
  • ✓Required plumbing, electrical and other compliance certificates
  • ✓Product warranties and manuals
  • ✓Approved variations and final scope records
  • ✓Keys, remotes and access information
  • ✓Maintenance information relevant to installed products

Keep the project file after handover

Do not discard project records once the builder leaves site. Permits, certificates, contracts, variations, invoices and warranties may be useful for maintenance, future renovations, sale or an insurance matter.

A well-organised handover file is part of a professional project closeout.
