RENOVATION BUILDING PERMITS · VICTORIA
Do I Need a Building Permit for a Renovation in Victoria?
Not every renovation needs a building permit, but structural work and other regulated building work commonly do.
Short answer
If your renovation involves structural work, such as removing or altering load-bearing walls, creating major openings, changing structural elements or other work regulated by the building rules, you will generally need a building permit before that work starts. Cosmetic work may not require one. Because the answer depends on the exact scope and property, confirm the requirement with the relevant building surveyor before construction begins.
Structural renovation work generally requires a building permit
Consumer Affairs Victoria states that structural work requires a building permit. This can include work that changes or affects the structure of the existing home rather than simply replacing finishes.
Examples may include removing or altering load-bearing walls, creating substantial new openings, changing structural framing or carrying out work that requires engineering.
Cosmetic work may not need a building permit
Some renovation work is primarily cosmetic, such as repainting, replacing floor finishes or updating non-structural fixtures. Work of this type may not require a building permit.
Do not assume that a renovation is exempt simply because it is inside the house. The permit question depends on what is actually being changed and whether the work falls within regulated building work.
Bathrooms, kitchens and laundries depend on the scope
Renovating a kitchen, bathroom or laundry does not automatically answer the permit question. Replacing finishes and fixtures may be different from moving walls, altering structure, creating openings or making other regulated changes.
Plumbing, electrical and gas work can also have separate licensing and compliance requirements even where a building permit is not required for the overall renovation.
Planning approval and building approval are different
A planning permit deals with how land may be used or developed under the local planning scheme. A building permit deals with whether the proposed building work complies with applicable building requirements.
For some projects, planning approval is needed before a building permit can be issued. For others, no planning permit is required but a building permit still is.
The building surveyor determines the building-permit requirement
A registered building surveyor can advise whether the proposed renovation requires a building permit and, if it does, assess the application and approved documentation.
For domestic building work, the owner appoints the private building surveyor. A builder cannot appoint a private building surveyor on the owner’s behalf.
Do not start regulated work before the permit is issued
Where a building permit is required, the work should not start before the permit has been issued. Starting first can create compliance, insurance, contractual and completion problems later.
The approved plans and permit also establish the statutory inspection stages and the basis for the final completion documentation.
What EBC checks early in a renovation
EBC reviews the proposed scope and visible building conditions early so likely structural, approval and documentation requirements can be identified before pricing and construction planning become too advanced.
Where the permit position is uncertain, the appropriate building surveyor should confirm the formal requirement before work proceeds.

Questions homeowners ask
Do I need a building permit to remove a wall in Victoria?+
If the wall is structural or the work affects the building structure, a building permit will generally be required. Confirm the requirement with the relevant building surveyor before work starts.
Do I need a building permit to renovate a bathroom?+
Not necessarily. A cosmetic bathroom renovation may not require a building permit, but structural alterations or other regulated building work can. Plumbing work also has separate licensing and compliance requirements.
Do I need a permit to renovate a kitchen?+
It depends on the scope. Replacing cabinetry and finishes may be different from removing walls, changing structure or making other regulated alterations. A building surveyor can confirm what applies.
Is a planning permit the same as a building permit?+
No. Planning approval relates to the planning scheme and use or development of land, while a building permit relates to the technical compliance of the building work.
Who decides whether my renovation needs a building permit?+
A registered building surveyor can advise whether the proposed work requires a building permit and assess the permit application where one is needed.
Can renovation work start while the building permit is still being processed?+
Work that requires a building permit should not start until the permit has been issued.
