DUAL OCCUPANCY · MELBOURNE

Dual Occupancy in Melbourne: Can I Build Two Homes on My Block?

Two homes on one block can unlock value, but feasibility starts with the planning controls and the actual site rather than the land size alone.

Short answer

Whether two homes can be built on a Melbourne block depends on the planning zone, overlays, dimensions, access, trees, servicing, neighbourhood conditions and whether the proposal can satisfy the current residential development standards. In Victoria, two-dwelling proposals are assessed under the current planning framework, and eligible projects may qualify for a faster VicSmart pathway when all applicable requirements are met.

Check the planning scheme before drawing two houses

The zoning and overlays applying to the property can affect height, setbacks, vegetation, heritage, access and the form of development that may be supported.

A block being large enough physically does not automatically mean a two-home proposal will satisfy the planning scheme.

Victoria now has a faster pathway for eligible two-home projects

From 16 October 2026, Victoria expanded the VicSmart process for eligible two-home development. The faster pathway does not remove the underlying design and planning requirements.

Heritage controls, environmental overlays and other planning protections can still apply, so each property needs to be checked individually.

The site needs to work operationally

  • ✓Vehicle access and turning
  • ✓Private open space
  • ✓Daylight and privacy
  • ✓Tree retention and canopy requirements
  • ✓Waste and service access
  • ✓Stormwater and drainage
  • ✓Separate or shared services
  • ✓Construction access once both dwellings are designed

Think about subdivision and servicing early

If the long-term intention is to create separate titles, subdivision requirements should be considered alongside the building design rather than after construction.

Water, sewer, electricity, telecommunications and stormwater arrangements can also influence the layout and cost.

A feasibility review can save a large amount of redesign

Before commissioning a fully resolved design, test the planning controls, site dimensions, likely dwelling footprints, access and budget at a high level.

EBC can review construction access, buildability and likely site-cost drivers while the planning and design team assesses the statutory pathway.

Questions homeowners ask

What is dual occupancy?+

It generally refers to two dwellings on one property, which may later be subdivided subject to the applicable planning, subdivision and servicing requirements.

Can every Melbourne block have two homes?+

No. Feasibility depends on the planning scheme, overlays, dimensions, access, design standards, services and site-specific constraints.

Is there now a faster approval process for two homes?+

Victoria introduced a faster VicSmart pathway for eligible two-home projects from 16 October 2026, but the proposal still needs to satisfy the applicable rules and protections.

Should I design before checking subdivision?+

It is better to consider the intended ownership and subdivision outcome early because it can affect services, access and the overall layout.
